If an adjuster comes to your home to assess an insurance claim, they usually also provide a written estimate to justify the amount paid. If you have that, ask the adjuster to advise why he is reducing the amount of payment for your damage.
You might also want to get an estimate from a repair place for the damages and see what they come up with, in comparison to the adjuster. If you can't, or don't want to do this, continue to pursue why the adjuster feels he should reduce the payment for your damages. If you don't agree, you will need to provide proof of your estimate of damage. You may also want to discuss this with a supervisor if you cannot settle this with the adjuster. It is possible he did not include the deductible on your homeowner policy. Do you know what your deductible is?
