Homeowner insurance covers damages caused by a direct physical loss to your home.. Improper construction is not one of the causes. Unless the electrical work caused a loss such as a fire the homeowner insurance will not cover the electrical work that was improperly installed. Even a home inspection would probably not find this as inspectors do not go inside the walls to look for defects.
Since the problem has been detected, the city or county will require the work to be performed to fix the problem, and your insurance company will also require the work or they may cancel your insurance due to the increased exposure to a fire. You could attempt to go back to the seller, if you recently purchased the home, but it is possible they did not know of the problem and therefore would not have any liability to fix the problem.
